A proposal to allow Wyomingites to possess and use hemp extract has been introduced by a Democratic Green River legislator.   It will fail.  This seems obvious, which raises the question of why should this be attempted, when it has apparently also failed before.
Well, that already failed.

Which was part of my point.  I guess legislators can figure that they're bringing these things up as pioneers in a movement (sort of like introducing a Prohibition bill, I suppose, in 1890), but there's a point to not bringing things up that are guaranteed to fail.  Particularly, I'd note, for Democrats, who might not really want to be associated with an unpopular cause in a state where they fall far behind their competition to start with.
