The Secretary of the Interior relinquished jurisdiction over all Plains Indians not on reservations to the War Department.

On the same day, the Secretary of the Interior reported that Sitting Bull's band had not reported to the reservation.

Today In Wyoming's History: January 31: 1876  The U.S. government issued an order that all Indians on the northern plains must return to their agencies.  This was the expiration date for that ultimatum.

Monday, December 6, 1875. Return to the reservation or else.

The U.S. Bureau of Indian Affairs sent out an ultimatum to the non-reservation Sioux to return to their reservations before January 31, 1876 or be forced there by military action.
