European Farm Protests

French and German farmers have been protesting.

But why?

Some of it is related to costs.  Energy, fertilizer and transport costs have risen in Europe since Russia’s invasion of Ukraine while at the same time, governments and retailers, have moved to reduce rising food prices in what basically amounts to a joint wartime effort to keep "cheap food" rolling.  

It's partially a "cheap food" policy, then, which the US has had since the Second World War.

And ironically, in that wartime category the cost of Ukrainian agricultural imports are down as the EU waived quotas and duties following Russia’s invasion in order to try to make up for the impact on the huge Ukrainian agricultural sector which was stressed due to Russian control of the Black Sea.

And extreme weather, which is been very notable in Wyoming this year, and if things don't turn around will lead to a major drought this summer (although we're not supposed to talk about that here), is impacting production in Southern Europe.

And then just as with Franklin Roosevelt's Depression Era agricultural programs, and the post World War Two cheap food policy in the US, Europe's six decade old common agricultural policy (CAP), a huge subsidy system designed for food security. . . for the consumer, massively favors economies of scale.

That has resulted in farm consolidation, just as it has here, with the number of farms in the EU dropping off by 1/3d since 2005.

Somewhat ironically, however, a EU program designed to combat global warming by reducing greenhouse gas emissions, based on a "farm to fork" or "farm to table" model, has been unpopular, as such things usually are with farmers, even when, if they stop to think about it, it'd help them.  Anyhow, the EU has the ability to impose rules, and its imposing rules to force this.

Among the rules being imposed are ones to cut the use of pesticides by 50% by 2030, cutting fertilizer use by 20%, and allowing land to be idled up to the rate of 25% of all European farmland.

That latter, which sort of resembles some policies in the US, no doubt is seen as a shocker, but as agricultural production has become more efficient, and the European population is rocketing into decline, it makes sense.

And environmental programs in individual countries, such as ending tax breaks on agricultural diesel to balance the budget in Germany, or reducing nitrogen emissions in the Netherlands, have been unpopular.

Well, what of this?

Interesting, at the same time, in Southern Europe there's been a trend of people returning to small agricultural holdings and making a go of it.  This has been occurring in France and Greece.  And maybe there's a thought there.

Farmers are among the most resistant people in the world to change.  So much so, that it must be an inherent part of the nature of farming. At the same time, they're also among the people who are most wedded to doing things in an expensive way, once they adapt to it.  The disaster that fence to fence farming would bring to individual farmers was something that Willard W. Cochrane warned about in the early 1960s, and he also worried about the evolving scale and expense of farm equipment.  He actually proposed to regulate it in favor of small farmers, but of course that's something that Americans, who are addicted to economies of scale to their own detriment, would never do.

European farmers, who were still principally equine powered until the end of World War Two, have become addicted to the petroleum fueled agriculture that the US brought in starting in the 1920s.  Sadly, we're likely to go to more and more automated farming, and by extension make large number of Americans more and more miserable.  Europeans are likely to follow suit.

But it doesn't have to be that way.

On G. K. Chesterton and his Anti Semitism.

The Catholic blogosphere has been having a war over G. K. Chesterton, the late English writer and polymath.  Some of it, were I not so tired and worn out, would be heartbreaking, as former fans of his, particularly converts, have discovered his anti-Semitic views and come around to condemning him. At the same time, hard right wing Catholics, whom are I supposing a separate interlocking circle that crosses over into the Trads and Rad Trads, but don't include all of those bodies by any means (I suspect most of them do not know who Chesterton is) may be over adopting him.

All this exists, moreover, in the bizarre context of our times in which the left doesn't see a biological or social construct that it doesn't want to attack, which makes in some ways Chesterton a perfect man for our times, as he warned of so much of this.  That's why, to our recent surprise, we saw, and it caused a lot of comment, Giorgia Meloni quote the English writer to the effect:

Fires will be kindled to testify that two and two make four. Swords will be drawn to prove that leaves are green in summer.

She stated that in support of her hard right conservative views.

A lot of this debate over Chesterton, both from the right and the left, really misses the point, in my view.

Whenever dealing with a great man, we have to ask ourselves a series of questions.  Ironically, in some ways, we have to ask one that has been recently examined by the Catholic Church in the United Kingdom. "Was he a saint?"  But beyond that, do we require great mean with huge thoughts to be saints?  And do we always require them to be right in order to consider these ideas?

In some ways, this is frankly why ancient philosophers get so much more of a pass than modern ones.  We don't even think much of their private lives, really.  We know that Socrates was married at least once, to Xanthippe, and might have had a second wife as well. We also know that Xanthippe might have been 40 years younger than Socrates, which would cause all sorts of Twitter twittering today, but we just don't think of it.  And he's a philosopher that we know a lot about.

Chesterton, on the other hand, we know boatloads about, as he's a relatively recent figure.  His cause for canonization, which failed, resulted in all sorts of commentary about him in various forms, including some people who claimed he couldn't be a saint as he was fat, so therefore he must be a glutton, and an "alcoholic", based on his exhibiting the typical English pub culture of the time.  Much more serious, however, are his anti-Semitic utterances.

So let's start there.

They exist.

Now, I'm not able to really go into detail on them, as unlike true Chestertonians, I've read very little of Chesterton.  Like a lot of people who fit broadly into his fan base, so to speak, I've read the various pithy quotes you are able to find, and up until a recent bizarre Twitter episode, I hadn't read any of the anti-Semitic ones.  I'd heard them referenced, and excused, but I'm not going to try to do that as they seem to go beyond what we might expect, although at the same time a person can't really deny that there is evidence that cuts the other way as well.  The year following his death, for example, you find American Jewish leader, Rabbi Stephen Wise, making this comment:

Indeed, I was a warm admirer of Gilbert Chesterton. Apart from his delightful art and his genius in many directions, he was, as you know, a great religionist . . . I deeply respected him. When Hitlerism came, he was one of the first to speak out with all the directness and frankness of a great and unabashed spirit. Blessing to his memory!

That's hard to square with the claim that Chesterton was an unabashed anti Semite.  In contrast, some point out that Chesterton said something like there was some good in Hitlerism and some of that was in Hitler himself.  He both condemned Nazism while saying that part of the reason that it came about was because of a "Jewish problem", a fairly astounding claim from an educated man who should have known better, although that was a fairly widespread belief in Europe at the time, and it surprisingly still has much more retention in Europe today, in spite of everything, than it should.  In some ways, Chesterton on this topic gives us a really odd example of a person really forcibly trying to take the middle ground by advocating both sides of it, on a topic in which there really is no middle ground.

But here's the thing.

Having bad, even horrible, views, doesn't discredit your other views which are not so tainted, and they don't define the person unless the person adopts them to the extent that they do.

Hitler was a tremendous opponent of smoking.  He hated it.  He was right to hate it, but beyond anything else, he hated cultures that he regarded as non-Germanic, with the Jews, followed by the Slavs hated to the point of murder. That's why Hitler and his followers are defined by their murderous beliefs, and not by their opposition to tobacco or their construction of the autobahn.

In contrast, I suppose, Thomas Jefferson wrote profoundly on the rights of man.  At the same time, he was shacked up with his dead wife's half sister, who was an enslaved black woman. The relationship started, following his wife's death, when the slave was quite young, probably still in her teens. That's really icky.  The children of that illicit union, we'd note, were held in bondage as well, which is exceedingly weird.

That latter example gives us an example closer to what we find with Chesterton.  Jefferson was a brilliant man, and wrote in opposition to slavery, none of which kept him from having an illicit unmarried long-lasting and deeply strange relationship to his sister-in-law.  Should we discount his writings?

Probably not.

And here I guess is the uneasy measure.  People are full of vices, some of them exceedingly serious.  Some people let their hatreds and vices define them.  That is what they come to stand for, by their own actions.  Hitler's perverted view of German superiority defined his political party and what it stood for, and came to define what Germany of the 30s and 40s stood for.  Lenin and Stalin's malevolent view of  the "class struggle", which lead to mass murder, came to define them.  

Franklin Roosevelt's long-lasting extramarital affair did not come to define him, however. And while he's not now regarded as a good President, Warren G. Harding's two affairs have not come to define him.  Actor Pat Morita's alcoholism did not define him.  Jimi Hendrix's drug consumption, which helped kill him, didn't define him.  Caravaggio's murdering a man over a tennis match has not come to define him.  Django Reinhardt's alcohol consumption diminished his abilities over his lifetime, but that has not come to define him, nor has Richard Burton's alcoholism defined him.  Churchill was known to have made utterances sympathetic to Mussolini prior to World War Two, and even after World War Two Churchill made a surprising remark about the rise of Hitler, which he warned against, having made sense in the context of desperate Germany of the late 1920s and early 1930s.

It's problematic, of course, when we are faced with a character like Chesterton, who serous failing was in print and therefore not really possible to ignore and not legitimately subject to being excused.  Nor are that a self-destructive personal vice, like alcoholism.  It's much closer to Jefferson's bedroom hypocrisy.  It's different from that, of course, in that Chesterton's views were openly stated, whereas Jefferson's actions were kept hidden.  A person could debate which was worse, I suppose, in that context, but for a brilliant writer, that's all the more problematic.

Some of it was the context of the times and culture, to be sure.  Anti-Semitism is deeply ingrained in European culture and remains pretty potent today.  But Chesterton actually stood principally against his culture, which makes this failing more difficult to accept.

So where to land?

Like Caravaggio's paintings, his works are too valuable to ignore.  The adoption of them by fringe elements of the far right today, including the far right in religious circles, does not change that, and indeed chances are high that Chesterton would levy his sharp tongue against many of them today.  It means, however, that he's a flawed hero, and in at least one serious way, which makes him a pretty typical hero at that.  There are, to my layman's eyes, reasons not to canonize him which are both theological and political, none of which is to say that he did not find salvation.  Indeed, we ought to be careful about our own souls, with many of the critics and readers of all kinds no doubt, like Jefferson, harboring secret or open vices.

So the troubling writings should not be excused or diminished.  Not everything the man said or did was right.  But by the same token, the writings of Jefferson's pen in aid of the infant United States are not rendered a nullity by his long-running bizarre home behavior.  The character of the works must be measured in the main, with those that fail being noted as failures, even evil failures, which does not mean that the rest cannot be considered.  It also does not mean that the man can be adopted in the main, safely, for those with modern radical causes.

The key may be the question whether the failings define the man, or are a horrific exception to his definition.  Hitler's failings defined him.  Jefferson's did not.  Chesterton's, serious though they were, do not seem to define him either, which is not to excuse them.

I comment from time to time on the elections of other countries, so I decided to finally just put those comments in trailing threads, rather than stand alone posts.

Prime Minister's Seal for Finland.

Finland popular young prime minister, Sanna Marin, will be replaced, probably by Petteri Orpo in an extremely close race.

The Finish parliamentary election reflects results that show the country going from a center left coalition to a center right coalition.  The probably new PM, 53 years of age (still young by American standards these days) promises to continue to support Ukraine.  This edges the country towards a more nationalistic stance.

Commenting on the Ukrainian War, the new probable PM stated:

First to Ukraine: we stand by you, with you.  We cannot accept this terrible war. And we will do all that is needed to help Ukraine, Ukrainian people because they fight for us. This is clear.

And the message to (Russian President Vladimir) Putin is: go away from Ukraine because you will lose.

Concerns over the economy seem to have been the main issue in the election.

The 2023 Wyoming Legislative Session. Bills start to advance. (Vol 4).

It would appear that the introduction of new bills has stopped, and now bills are advancing from one chamber to another.

January 29, 2023

Utah's governor signed into law today a bill banning medical and pharmaceutical attacks on a person's gender, on the thesis that the subject is "transgendered" if the person is a minor.

While no doubt this will bring a firestorm of left wing criticism, this is already the trend in European where this was experienced first, and where such procedures, etc. are generally disallowed on those under 18 years of age.

January 31, 2023

House Bill 66, the Ward bill that would have trumped private property rights in favor of a radical anti-masking position.  The bill came close to passing, however, showing the depressing state of things in the Legislature right now. The final tally was 32-29-1, with there being a last minute effort to amend the bill to address what would occur if Wyoming lost Federal funding for hospitals.

Ward opposed the amendment.

The amount of Federal dollars in general were $75,000,000/month in Medicaid.

On this bill, while looking for something else, I ran across some commentary about a legislator, who has spent his entire life here, by proponents of the bill. He was an opponent.  The commentary was, quite frankly, horrible, and in at least one case made by a person who, like Ward, is a relocate.  This demonstrates in part how recent arrivals sometimes have much more right wing authoritarian views than long residents, and how they have probably also misjudged the culture of the state.

Ward relocated after expressing frustration with school masking requirements, which were really no different from those in effect here at the time.

Municipal non-partisan ranked choice voting, a meritorious proposal in the House, went down in defeat.

Senate Resolution 2, which would honor Lester Hunt, advanced to the House, to my surprise.

Senate File 109 banning chemical abortions advanced to the House.

In what is hopefully a trend, for the second day in a row, an extreme right wing bad idea didn't clear committee.  In this case, it was the illegal Defend the Guard Act, a populist measure that would have kept the Guard from being sent out of the state except in the case of a declaration of war.  The bill that received the death it deserved was Senate File 119.

An attorney representing the National Guard, himself a Guard foreign war veteran, testified on behalf of the National Guard against the act.

Chuck Gray came down the block and testified on the voting restriction bills, something his busy busy schedule apparently allowed for, oddly.

HB 273, which would have required the element of intent for hunting or fishing trespass, failed to make committee consideration.

A lot of bills are now dying that way now, casualties of far too many bills being introduced.

Local government approval for historic site designations.

AN ACT relating to state historic sites; requiring the board of land commissioners to provide notice and to obtain consent from counties, cities or towns before making a historic site designation as specified; providing requirements; and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

Section 1.  W.S. 36‑8‑108 is created to read:

36‑8‑108.  Designation of state historic sites; requirements.

After designation by the legislature but before any official designation is made for a state historical site when the property to be designated belongs to a county, city or town, the board of land commissioners shall obtain consent from the board of county commissioners or the local governing body of the city or town where the proposed state historical site is located. The board of county commissioners or the local governing body of a city or town shall be given not less than thirty (30) days written notice before the site is designated as a state historic site.  After notice is given and the notice period has passed, if no objection is made, consent to the designation of the historic site shall be presumed. 

Section 2.  This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.

As this has a single sponsor, it likely will go nowhere, but its purpose is hard to understand.  Something being designated a historical site, contrary to widespread popular belief, doesn't commit private parties to anything.


Failed to make committee consideration, and therefore is dead for the session.

Senate File 111 prohibiting chemical or surgical mutilation of minors in the name of changing genders passed the Senate.

The debate on this one was interrupted by a delusional woman who yelled obscenities before excusing herself to the bathroom. She then went to the lobby and kept saying "my family, my family".

While it was apparent that she wasn't dangerous, this came up later in the day when HB 135 allowing concealed weapons in public meetings was debated.  It passed committee.

AN ACT relating to crimes and offenses; amending the definition of child pornography for the offense of sexual exploitation of children to include cartoons and other depictions; repealing an exemption from promoting obscenity for activities conducted in the course of employment at a school, college, university, museum or public library; and providing for an effective date.

HB 126, the gun 'em down trespass provision, passed the House.

SF0120 Restoration of civil rights for felons whose felonies were non-violent, passed the Senate. I really don't get this, quite frankly.

Freshman House members Ward and Strock, the former of Chicago but recently transplanted to Wyoming as she didn't was unhappy with the politics of Illinois and the latter of Douglas, offered the following budget amendment, which failed.

According to the Tribune, Ward stated, in support of her bill; 

The University of Wyoming is a land grant university, and programs like this were not the intention for the direction of the university when it was formed.

A similar attempt to eliminate funding for this UW program was made last year. 

Both Ward and Strock are members of the Freedom Caucus, which has made a lot of news going into the session. While it's definitely had an influence, it hasn't been as successful, so far, as some thought it might be. Ward's bills have been going down in defeat.

HB 115 which would have taken some election supervision roles away from the Secretary of State's office unfortunately failed.  It fialed to amke it out of committee on time.

Which was also the fate for a large number of bills.  Perhaps 1/5th of the bills in the legislature died in this fashion yesterday, and therefore we won't attempt to detail them all, or for that matter the ones still advancing, but concentrate instead on the signficant ones as they proceed, although we'll be pretty lucky if we catch all of them.

HB 116 banning foreign owneship of land in some circumstances failed.

Illinois Rep. J. Ward blamed the US's high infant mortality, compared to other industrialized nations, on the American "medical cartel" in the debate on Medicaid extension, which made it ontot he floor yesterday as HB4.

HB 154, allowing for the "permanent" registration of motor vehicles that are eleven or more years old passed committee.  It provides:

AN ACT relating to motor vehicles; providing for the permanent registration of specified vehicles; providing a fee exemption for permanently registered vehicles; specifying requirements upon transfer of ownership; and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

Section 1.  W.S. 31‑2‑201(a)(i), 31‑2‑206(a) and by creating new subsections (n) through (q) and 31‑2‑214(a)(intro) and by creating a new subsection (e) are amended to read:

31‑2‑201.  Registration required; timelines.

(a)  Except as provided in W.S. 31‑2‑224 and subsection (q) of this section, every owner, or if applicable, operator or lessee, of a vehicle which will be operated or driven upon any highway in Wyoming, shall be required to obtain registration at the following times:

(i)  Annually not later than the last day of the annual registration month or, if applicable and if the owner chooses, permanently under W.S. 31‑2‑206(n) through (q).  Applications may be by mail;

31‑2‑206.  Annual renewal; delivery of license plates and stickers; staggered registration; permanent vehicle registration.

(a)  Except as otherwise provided vehicle registrations expire on the last day of the annual registration month. Renewals are effective for one (1) year beginning the first day of the month following the annual registration month. The initial registration for a vehicle in this state expires on the last day of the annual registration month in the following year. Except as provided in subsection subsections (h) and (n) through (q) of this section, nothing in this section prohibits an owner from registering a vehicle for more than twelve (12) but less than twenty‑four (24) months.

(n)  The owner of a vehicle required to be registered under W.S. 31‑2‑201(a) may permanently register the vehicle without further renewal upon payment of the fees required by subsection (o) of this section, provided the vehicle:

(i)  Is not a commercial vehicle; and

(ii)  Is in its eleventh year of service or later.

(o)  Upon payment of the fees specified in this subsection the department shall issue a distinctive license plate indicating the permanent registration of a vehicle qualifying for permanent registration under subsection (n) of this section. After payment of the fees under this subsection, the owner of a vehicle qualifying for permanent registration under subsection (n) of this section is not subject to renewal or the payment of additional registration fees for as long as the owner owns the vehicle. The fees for permanent registration are:

(i)  A permanent registration state administration fee in the amount of eighty‑seven dollars and fifty cents ($87.50); and

(ii)  An amount equal to five (5) times the applicable fee due under W.S. 31‑3‑101(a) and (b) plus any donation amounts under W.S. 31‑3‑101(h) or (j). Any donated amount shall not be subject to the requirement to pay five (5) times the applicable amount.

(p)  The owner of a vehicle that is permanently registered under subsection (n) of this section shall display the permanent registration license plates in accordance with W.S. 31‑2‑205 only on the permanently registered vehicle for which the plate was issued.

(q)  The permanent registration of a vehicle under subsection (n) of this section shall not be transferred to a new owner. Upon transfer of a vehicle that was permanently registered under subsection (n) of this section to a new owner, the new owner shall be subject to all applicable title, registration and license fees under title 31, chapter 2, articles 1 and 2 and chapter 3 of the Wyoming statutes for the vehicle.

31‑2‑214.  Transfer of ownership.

(a)  Except as provided by subsections (b) through (d) (e) of this section, upon transfer of ownership of a vehicle the registration of the vehicle expires and the original owner shall immediately remove the license plates from the vehicle. Within sixty (60) days after acquiring another vehicle for which the license plates would be proper, the original owner may file an application for the transfer of the license registration number to a vehicle acquired by him accompanied by the fees based on the amount which would be due on a new registration as of the date of transfer less any credit for the unused portion of the original registration fees for the original vehicle for the assignment of the plates to the recently acquired vehicle subject to the following:

(e)  Upon transfer of ownership of a vehicle that was permanently registered under W.S. 31‑2‑206(n), the permanent registration of that vehicle expires and the original owner shall immediately remove the license plates from that vehicle. If the original owner acquires another vehicle subject to registration fees under W.S. 31‑2‑201, the original owner shall not receive any credit for the previous registration under W.S. 31‑2‑206(n).

Section 2.  This act is effective July 1, 2023.

As modern vehilces last a long time, this could lead, if it passes, and I predict it will not, to the permanent registration of a large number of vehicles.
