December 13, 2020

The first batch of the flu vaccine (or I should say one of its variants) arrives in the United States tomorrow.  Wyoming will receive 4,875 doses, which is enough to vaccinate a little under 1% of the state's population.

At this point, Wyoming has 33,757 confirmed cases and 5,150 probables, a total of 38,907.  There have been 30,638 confirmed recoveries and 4,527 probable recoveries, for a total of 35,165.  If we added those all together, we'd be at a total surviving infection number, to date (assuming that all those currently infected will survive, which is unlikely) of over 60,000, which would put as at about the national average of 10% of the population having been infected to date.  If we also assume that all those who were infected and recovered retained their immunity, which is also not a save assumption, about 290,000 Wyomingites will have to be vaccinated or infected before the state's population would achieve "herd immunity", which is itself unrealistic as a number given the mobility of the American public.

Germany is closing schools and stores from December 16 through January 10.  The virus is now raging in Turkey as well.

The first doses of the vaccine were administered in Canada. 

The UK has announced the discovery of a  new variant of COVID 19 that spreads more quickly than prior variants.  The vaccines are expected to be effective on it as well.

Over the weekend Senator John Barasso had an editorial in the Tribune urging people to take the vaccine.

The Senators efforts are significant in that there seems to be a strong suspicion regarding the safety of the vaccine in some quarter in the state and it oddly dovetails in with politics.  The Republican Party nationwide and in the state has been questioning the results of the Presidential election without merit and while the two are not tied together, the widespread questioning of demonstrated factual material ultimately taints news in general.  The Senators efforts are to be praised in this context, although his support of doomed legal efforts to overturn the election in his home state of Pennsylvania do not overall help in restoring some faith in demonstrated facts.  As he is a physician, however, this may prove to be persuasive in some quarters.

American college student, Skyler Mack, age 18, will spend four months in prison in the Cayman Islands for violating their quarantine order.  Mack is a premed student, ironically, from Georgia and traveled to the islands to watch her boyfriend in a jet skiing competition.

While at first blush there would clearly be worse places to spend four months in the pokey than the Caymans, Mack will miss a semester of college in a high competitive field and now have a criminal conviction over a medical matter to contend with should she complete her course of study and seek to be licensed.

Wyoming’s phased approach to providing free, safe and effective vaccinations intended to help prevent future COVID-19 infections is continuing across the state, according to the Wyoming Department of Health (WDH).

With vaccine doses still limited, targeted vaccination efforts will continue over the coming weeks and months for Wyoming’s established priority groups based on availability. “Right now, we remain focused on Phase 1A priorities throughout the state,” said Dr. Alexia Harrist, state health officer and state epidemiologist with WDH.

Priority groups for Phase 1A in Wyoming include:

  • Healthcare workers with regular potential for exposure to COVID-19 patients or infectious materials
  • Residents and staff of long-term care facilities, assisted living facilities and residential care facilities for people with intellectual or developmental disabilities

A special, targeted effort involving pharmacy chains to help vaccinate residents of many Wyoming nursing homes and assisted living facilities is planned for early January.

Wyoming’s Phase 1B vaccination priorities have been established and are generally described as including people who are 70 years of age or older and frontline essential workers who must interact with the public and are unable to consistently physically distance from others.

More detailed descriptions of both “Phase 1A and Phase 1B Distribution” priority groups can be found at https://health.wyo.gov/publichealth/immunization/wyoming-covid-19-vaccine-information/. A Phase 1C priority list is also expected before Wyoming moves toward Phase 2. Phase 1 overall is intended for when vaccines are in limited supply and are being allocated for specific populations.

WDH used the latest guidance from the Centers for Disease Control and Prevention (CDC) and the Advisory Committee on Immunization Practices, as well as recommendations from the WDH Medical Ethics Committee to identify and list priority groups.

Harrist said priority groups and vaccine ordering are handled at the state level, while vaccinations are coordinated at the county level by local health departments and their community partners.

“Details on exactly where a county is with their progress through the priority group listings and specific vaccine availability and distribution information will largely be more available locally than from the state,” she said.

Website postings, media announcements and information from employers and partner groups are among the ongoing communication activities expected to be used for updates on local vaccine availability. Overall state-level updates will also continue.

“I’m excited about recommending these vaccines and know many people are anxious to receive them, but this is a process with many steps and most of us will need to be patient until it’s our turn,” Harrist said.

“For now and for some months to come, we all need to continue wearing masks, social distancing and staying home when we are ill as we take steps toward ending this pandemic and getting things back to normal,” she continued.

People receiving the vaccines will not be asked to pay any fees. The currently authorized vaccines require two doses for maximum protection.

Captive black footed ferrets in Colorado, part of the population of that animal being kep there in order to reintroduce the endangered species, have received a vaccine developed for minks, to which they are closely related.

It's important to note that these populations were captive and that its been demonstrated that farm raised minks are very susceptible to COVID 19.  The fear was that the disease would spread to the captive population.  But this does raise concerns regarding a species that is already endangered.

Bars, Restaurants Can Resume Late Night Service After Decline in COVID-19 Hospitalizations

 

CHEYENNE, Wyo. – Governor Mark Gordon has announced a return to normal operating hours for bars and restaurants, praising the response by Wyomingites that has resulted in a decline in COVID-19 hospitalizations around the state.

Effective January 9, updated health orders permit bars and restaurants to resume onsite consumption from 10 pm to 5 am. The updated orders also allow gyms to increase the number of participants in group fitness classes from 10 to 25. 

“Thank you to the people of Wyoming who recognized the strain on their hospitals and health care workers and acted accordingly,” Governor Gordon said. “I also want to express my gratitude to those businesses that adapted to these temporary measures. These have not been easy times for anyone  We are not out of the woods yet, but continued personal safety measures while the vaccine is being distributed will enable our state’s schools and businesses to continue to remain open.”

The Wyoming Department of Health will continue to evaluate metrics as the state emerges from the holiday season. Counties can still opt out of the requirements if local conditions move to safer levels in accordance with White House metrics.

On December 30, Wyoming hospitals were reporting 113 hospitalized COVID-19 patients, down from a peak of 247 on November 30. However, the state reported 223 COVID-19 deaths in December, the highest number since the pandemic began in March. Wyoming has also begun distributing the COVID-19 vaccine, utilizing a phased approach due to limited initial vaccine availability.

All I can say is "thank goodness", as in thank goodness there's a demographic that supports the vaccine, even if it isn't the one I'm in.  Mass acceptance of the vaccine is absolutely necessary in order for this pandemic to be stopped.  

Also of interest, that demographic grew up in the strong acceptance of science era, and in the era in which the danger of not getting vaccinated was well known.  Here's certainly one area where the "Okay, Boomer" slam isn't deserved.

Health Orders Eased as COVID-19 Vaccination Efforts Continue

CHEYENNE, Wyo. – Governor Mark Gordon announced that health orders are continuing to ease, reflecting improvement in Wyoming’s COVID-19 situation since the beginning of December.  The latest change is to increase attendance limits for indoor and outdoor gatherings as the state continues to make progress in its fight against COVID-19.

Beginning on January 26, indoor gatherings that incorporate social distancing and face coverings are permitted for up to 25 percent of capacity or 250 persons, and outdoor gatherings of up to 500 persons. 

“Wyoming is making progress and coming closer to safely returning to more normal lives, and the steps we have taken are helping us achieve this,” Governor Gordon said. “I am confident that as our vaccination rate increases, the data-driven approach we are taking and our improving circumstances will give us more opportunity to further relax our orders.”

Counties can still opt out of the requirements if local conditions move to safer levels in accordance with White House metrics. Health officials will continue to consider exemption requests for specific events on a case-by-case basis.

On January 21, Wyoming hospitals were reporting 81 hospitalized COVID-19 patients, down from a peak of 247 on November 30. Health officials remain concerned about the new, more transmissible “UK variant” of COVID-19 identified in Teton County last week. Currently authorized COVID-19 vaccines are believed to be effective against the UK variant strain.

Governor Continues to Relax COVID-19 Protocols as Hospitalizations Decline

CHEYENNE, Wyo. – Governor Mark Gordon announced a continued relaxation of  health orders as data from most Wyoming counties shows declines in both case counts and hospitalizations. 

Beginning Feb. 15 attendance limits for indoor and outdoor gatherings will increase, reflecting the state’s progress in its fight against COVID-19. Indoor gatherings that incorporate social distancing and face coverings are permitted for up to 25 percent of capacity or 500 persons, and outdoor gatherings of up to 1,000 persons. In addition, sporting events, artistic performances, restaurants and gyms all will see capacity limits eased. 

“We are making good progress against this virus. Levels are returning to where they were before the dangerous spike in November and some counties have lifted restrictions. This is good news thanks to Wyoming’s people,” Governor Gordon said. 

“At the end of this month state wrestling, and shortly afterwards state basketball tournaments will happen. We want to ensure these events happen safely and successfully for the athletes, families and communities involved,” he added. “Our trends are encouraging and our vaccination effort is progressing smoothly. These orders allowing larger groups and more capacity will lift up small businesses, keep schools open and get us closer to normal.”

Counties can still opt out of the requirements if local conditions move to safer levels in accordance with state metrics. Health officials are regularly reviewing variance requests for specific events.

“Spring is coming and doing the right things now will allow us to have more people attending these events, have more people in restaurants and bars, and allow us to look forward to further easing our protocols,” the Governor said. 

Governor Gordon praised Wyoming’s efficient COVID-19 vaccine distribution rollout. Currently more than 11% of the state’s population has received at least one dose and the state is doing very well at administering these initial doses. Additionally, all of Wyoming’s long-term care facilities have had vaccine clinics for residents and staff. All Wyoming counties are now in phase 1b of the phased distribution plan, which includes adults 65 and over and frontline essential workers. It's now clear that the new British version of the disease is considerably more infectious and makes its victims sicker, showing the disease has evolved, and oddly, not in the normal less sicker fashion. This is very bad.

The good news is that the vaccine still works on it.

The bad news is that the vaccine provides some protection, but doesn't apparently prevent, the new South African strain.  And having had the regular variants doesn't protect you from getting it, apparently.

If there were any doubts that we need a global, rushed, mass vaccination effort, they're over now.

A new variant of the disease has emerged in Finland, which is a surprise due to the infection numbers in that country.  Moreover, the new variant is reported as "genetically unrelated" to the prior ones, although that's not really possible.

To make matters all the more problematic, the new variant may not show up in tests for the disease.

A single does of the Pfizer vaccine is reported to be 80% effective.

As of this week during the dark winter of the COVID-19 pandemic, more than 500,000 Americans have now died from the virus. That is more Americans who have died in a single year of this pandemic than in World War I, World War II, and the Vietnam War combined. On this solemn occasion, we reflect on their loss and on their loved ones left behind. We, as a Nation, must remember them so we can begin to heal, to unite, and find purpose as one Nation to defeat this pandemic.

In their memory, the First Lady and I will be joined by the Vice President and the Second Gentleman for a moment of silence at the White House this evening. I ask all Americans to join us as we remember the more than 500,000 of our fellow Americans lost to COVID19 and to observe a moment of silence at sunset. I also hereby order, by the authority vested in me by the Constitution and laws of the United States, that the flag of the United States shall be flown at half-staff at the White House and on all public buildings and grounds, at all military posts and naval stations, and on all naval vessels of the Federal Government in the District of Columbia and throughout the United States and its Territories and possessions until sunset February 26, 2021. Health Order Removed, Gathering Sizes Relaxed as Metrics Continue to Improve

 

CHEYENNE, Wyo. – Governor Mark Gordon and the Wyoming Department of Health have announced the removal of a health order addressing operations of personal care services, along with a continued relaxing of COVID-19 protocols as Wyoming’s metrics continue to improve. 

Beginning March 1, Health Order No. 3, which addresses operations of barber shops, nail and hair salons, tattoo parlors and other personal care services is being eliminated completely. Attendance limits for indoor and outdoor gatherings will increase once again, and protocols for restaurant and theater operations will be adjusted. Indoor gatherings that incorporate social distancing and face coverings are permitted for up to 25 percent of capacity or 1,000 persons, and outdoor gatherings of up to 2,000 persons. In addition, sporting events and artistic performances will see participation limits eased. 

Four Wyoming counties have now received variances from statewide requirements in response to local conditions. Additional changes to statewide protocols are expected to continue as metrics allow. Vaccination efforts are expected to help accelerate that process, Governor Gordon said. 

“The efforts made so far have allowed us to maximize attendance safely at larger events like the state high school wrestling championships this weekend and the state high school basketball tournament that was cancelled last year,” the Governor said. “If we continue on our current trajectory, I expect us to be able to continue to remove orders as we safely return to a new normal.”

As of  February 25,  more than 16% of the state’s population has received at least one vaccine dose – one of the highest rates in the country. All Wyoming counties are now in phase 1b of the phased distribution plan, which includes adults 65 and over, frontline essential workers, and individuals with medical conditions that put them at higher risk. The FDA approved the Johnson and Johnson vaccine, making the US approved vaccines three in number.

March 6, 2021

Russia's COVID 19 death toll has hit 200,000.

This assumes that reporting out of Russia is accurate, which could be questioned, in which case the toll is probably at least somewhat higher.

On Brazil's and Russia's mortality totals, both nations have smaller populations than the United States so the comparison can't be made directly.  In Russia's case, the death toll by percentage of the population wouldn't be hugely different than that of the United States.

The Senate has passed the huge, and potentially inflationary, second COVID 19 relief bill.  Real questions can be raised about its provisions including whether it'll serve to be damaging to the economy while not really providing relief where needed.

Governor Gordon Announces Removal of Statewide Mask Requirement,

Lifts All Restrictions on Bars, Restaurants and Theaters

 

CHEYENNE, Wyo. – Governor Mark Gordon announced Wyoming will remove its statewide mask requirement and allow bars, restaurants, theaters and gyms to resume normal operations on March 16. The decision reflects the state’s continually improving health metrics and is consistent with the Governor’s approach of balancing public health with protecting livelihoods.

Wyoming has seen a declining number of active COVID-19 cases and hospitalizations, and has seen significant success rolling out the vaccine, with the state’s most vulnerable residents having access to the vaccine.

“I thank the people of Wyoming for their commitment to keeping one another safe throughout this pandemic,” Governor Gordon said. “It is through their efforts that we have kept our schools and businesses operating and our economy moving forward. I ask all Wyoming citizens to continue to take personal responsibility for their actions and stay diligent as we look ahead to the warmer months and to the safe resumption of our traditional spring and summer activities.” 

Governor Gordon emphasized the success the state has had in managing the virus while keeping businesses and schools open. The Governor continues to encourage Wyomingites to wear face coverings in indoor public spaces and to follow the best practices adopted by any business they visit to slow the spread of the virus. The significant changes to the health orders will be released later this week, but the Governor wanted to make sure the public knew of this important change today. 

The face covering protocol will remain in place in K-12 schools as a safety measure to ensure that classroom learning and all student activities can continue to occur safely. 

“Wyoming is one of the few states in the country that kept students learning in the classroom for the entire school year. We made sacrifices, but the earlier orders saved lives. We persevered,” said Governor Gordon. “With this approach we can have graduations, proms and a great end to the school year by keeping schools open. Especially since our children will not have the chance to be vaccinated this spring.” 

Wyoming’s vaccination efforts are among the most efficient in the country. Nearly 100,000 first doses have been administered and 19% of the state’s residents have received at least one dose of the vaccine. Dr. Michael Osterholm appeared on the Meet The Press over the weekend and stated that Americans were "in the eye of the hurricane" and we will be hit by another surge.  This one will be of the UK variant that's already creating havoc in Europe.

The Wyoming Department of Education stated that in spite of the upcoming change in the Wyoming policies, its will remain in place and will not change with the state's.

March 10, 2021

Teton County is going to attempt to impose a mask requirement in its county as the state lifts its.

This very much swims against the Wyoming tide, but the fact does remain that national health experts overwhelmingly support a mask requirement going on for at least another month if not into May.  Health experts are warning that lifting restrictions risks another surge with some, like Michael Osterholm, warning that a surge is nearly inevitable.  Added to that, the new British strain is on the rise and it appears at least two of the vaccinations are not as effective against it, and none of the vaccinations are effective, maybe, at fully preventing a new California strain.

Teton County's situation is unique from the rest of the state's in more than one way, which also has or may have a role in their decision.

Alaska has made vaccines open to all adults.

15% of Wyomingites are now full vaccinated, and 22% have had one dose and are on their way to vaccination.  The state is rapidly increasing the number of vaccinations and based on these figures alone the numbers will be over 40% within a couple of weeks.

They still need to be double that, however for  herd immunity to be effective in the state, something increasingly necessary as new strains of the disease are discovered. There are still those who will not get the shot based on gut feelings, distrust or belief in anti vaccine myths, which is not only a problem, but a significant problem.

The President asked for states that have lifted mask mandates to restore them among growing Federal alarm of an impending spike and that new variants may prove to outrun the vaccines. Wyoming's Governor Gordon immediately declined.

All Wyomingites Over Age 16 Now Eligible for COVID-19 Vaccine

CHEYENNE, Wyo. –  Governor Mark Gordon has announced that beginning today all Wyoming residents ages 16 and older are eligible to receive a COVID-19 vaccine. All 23 counties have now entered Phase 2 of the vaccine distribution plan and are scheduling appointments for the general population.

“We have done well and can now offer COVID-19 vaccines to every Wyoming resident over the age of 16,” Governor Gordon said. “I want to express my appreciation for the efforts of public health workers, health care providers and pharmacies throughout the state. I would encourage every resident to take advantage of the vaccines, as Jennie and I have, and help Wyoming move closer to ending this pandemic.”

Residents aged 16 and older are eligible to receive the Pfizer vaccine, while adults 18 and older are eligible for the Pfizer, Moderna and Johnson & Johnson (Janssen) vaccines. The vaccines are free and insurance is not required to receive a vaccine.

More than 162,000 individuals in Wyoming have so far received at least their first dose of vaccine when state and special federal counts are combined.

In addition to county public health offices and local healthcare providers, many pharmacies are now offering vaccination appointments through the Federal Retail Pharmacy Program, including pharmacies at Walmart, Albertsons, Safeway, Walgreens and King Soopers stores.

China has admitted that its vaccines do not have a very good protection rate.  China has not allowed in any foreign vaccines and was earlier casting doubt on the Pfizer doctrine which has over 90% efficacy.

40% of US Marines so far have declined the vaccine.

It's frankly amazing to me that the service allows vaccination to be declined.  Requiring vaccinations of all types is a long held US armed forces policy.

Governor Gordon Issues Directive Banning Vaccine Passports

 

CHEYENNE, Wyo. –  Governor Gordon has issued a directive that prevents state agencies, boards and commissions from requiring “vaccine passports” to access state spaces and state services.

The directive instructs state agencies, boards, and commissions to provide full access to state spaces and state services, regardless of a constituent’s COVID-19 vaccination status.

“Vaccine passport programs have the potential to politicize a decision that should not be politicized,” Governor Gordon said. “They would divide our citizens at a time when unity in fighting the virus is essential, and harm those who are medically unable to receive the vaccine. While I strongly encourage Wyomingites over the age of 16 to get vaccinated against COVID-19, it is a personal choice based upon personal circumstances.”

The Governor’s directive further urges counties, cities, and towns in Wyoming, as well as encourages private businesses, to provide full access to public spaces and services, regardless of an individual’s vaccination status. 

Governor Gordon noted that more than 180,000 Wyomingites have received one of the effective COVID-19 vaccines safely. Both the Governor and First Lady have been vaccinated, and he continues to urge residents to choose to receive the vaccine to protect lives and help Wyoming move closer to ending the pandemic.

May 13, 1941. Licensing barbarity.

The German government, in anticipation of invading the Soviet Union, issued a regulation concerning the conduct of German soldiers in the East.  This document is known as the "Barbarossa Decree".  It was issued by Wilhelm Keitel.

TOP SECRET

Decree for the conduct of courts-martial in the district "BARBAROSSA" and for special measures of the troop [written in ink]

The armed forces court-martial serves primarily the purpose of maintaining discipline.

The great expanse of the Eastern theatre of operations, the kind of warfare necessitated on that account, and the peculiarity of the opponent present tasks to the armed forces courts-martial which they can accomplish during the course of the war and until the first pacification of the conquered territory-being short staffed-only if the court-martial is limited to its main task.

This is only possible if the troop itself defends itself ruthlessly against any threat by the enemy civil population.

Accordingly, the following is decreed for the territory "Barbarossa" (theater of operation, rear army area and area of the political administration):

Treatment of punishable offenses of enemy civilians

1. Punishable offenses committed by enemy civilians do not, until further notice, come any more under the jurisdiction of the courts-martial and the summary courts-martial.

2. Guerillas are to be killed ruthlessly by the troops in battle or during pursuit.

3. Also all other attacks of enemy civilians against the Wehrmacht, its members and employees are to be fought by the troops at the place of the attack with the most extreme means until annihilation of the attacker.

4. In cases where measures of this kind were neglected or not immediately possible, elements suspected of offense will be brought at once before an officer. He decides whether they are to be shot.

Against villages from which the Wehrmacht was insidiously and maliciously attacked, collective punitive measures by force will be carried out immediately under command of an officer with the rank of at least a battalion commander, if the circumstances do not permit an immediate identification of individual perpetrators.

5. It is expressly prohibited to hold suspected perpetrators in order to transfer them to the courts upon reinstitution of their jurisdiction over civilians.

6. The commanders in chief of the army groups can, in conjunction with the competent commanders of the air force and the navy, restore the Wehrmacht jurisdiction over civilians in districts which are sufficiently pacified.

For the area of the political administration this decree is issued through the chief of the high command of the Wehrmacht [marginal ink correction inked out: C-n-C of army in agreement with C-i-C of other branches.]

II 

Treatment of punishable offenses of members of the Wehrmacht and its employees against the native population

1. For offenses committed by members of the Wehrmacht and its employees against enemy civilians, prosecution is not compulsory, not even if the offense is at the same time a military crime or violation.

2. While judging offenses of this kind, it should be considered in every case, that the breakdown in 1918, the time of suffering of the German people after that, and the numerous blood sacrifices of the movement in the battle against national socialism were decidedly due to the Bolshevist influence, and that no German has forgotten this.

3. The judge examines therefore whether in such cases disciplinary action is justified or whether it is necessary to take legal steps. The judge orders the prosecution of offenses against civilians through court-martial only if it is considered necessary for the maintenance of discipline or the security of the troops. This applies, for instance, to cases of serious offenses which are based on sexual acts without restraint, which derive from a criminal tendency, or which are a sign that the troop threatens to mutiny. The punishable offenses of destroying senselessly quarters as well as supplies or other captured goods to the disadvantage of the own troop should, as a rule, be judged as more leniently.

The order of the inquiry proceedings requires in every individual case the signature of the judge.

Extreme care must be exercised when judging the authenticity of the statements of enemy civilians.

III

Responsibility of the troop commanders

The troop commanders are, within the sphere of their competence, personally responsible for the following :

1. that all officers of the units subordinated to them are very thoroughly and promptly instructed about the fundamentals of I,

2. that their legal advisors be promptly informed about these instructions and about the verbal statements with which the political intentions of the leadership had been explained to the commanders-in-chief,

3. that only such sentences will be confirmed which are in accord with the political intentions of the leadership.

IV

Protection of secret

After end of camouflage the decree is to be considered only as secret.

The decree essentially licensed German brutality directed at civilians.

The nature of the decree leaves very little excuse for the "good German army" myth that some latter day apologist continue to maintain about the German army during the war.  It's now well established that the Heer was fully complicit in atrocities and that regular German soldiers participated in them.  The decree shows that these acts were anticipated, and even encouraged, right from the onset.  The war against the Soviet Union was intended to be genocidal by its very nature.

Keitel would pay for his complicity in such matters with his life.  He was tried in the Nuremberg trials and received the death sentence.

On the same day, the RAF bombed Heligoland, an island of the northern coast of Germany.

Senta Berger, the Austrian actress known to American audiences for her role in Major Dundee, was born.  Berger fit into the "bombshell" category of actresses who were highly popular during the 1950s and 1960s, quite a few of which were European.  Berger retired early from acting.

Laddie Boy was President Harding's dog, an Airedale that was reportedly very attached to President Harding.  Who was Isley Randall?  I have no idea.  Obviously, when this was taken she was still in her youth.  A member, somehow, of the White House circle?

And the handsome well turned out African American man on the left?  He almost certainly has to be a member of the White House staff. But who was he?

May 12, 1941. Roll On Columbia.

 On this day in 1941, Woody Guthrie went to work for the Bonneville Power Administration.


The HMS Ladybird was sunk off of Tobruk. On the same day, however, a large British convoy with a significant amount of British armor in Alexandria.

The Ladybird settled in shallow water where she became an anti aircraft platform, ironically, as he'd been sunk by dive bombers.

The Japanese government delivered to the US government a proposal regarding the ongoing difficulties betwen the two nations.  It read:

CONFIDENTIAL MEMORANDUM AGREED UPON BETWEEN THE GOVERNMENT OF THE UNITED STATES OF AMERICA AND THE GOVERNMENT OF JAPAN

The Governments of the United States and of Japan accept joint responsibility for the initiation and conclusion of a general agreement disposing the resumption of our traditional friendly relations.

Without reference to specific causes of recent estrangement, it is the sincere desire of both Governments that the incidents which led to the deterioration of amicable sentiment among our peoples should be prevented from recurrence, and corrected in their unforeseen and unfortunate consequences.

It is our present hope that, by a joint effort, our nations may establish a just peace in the Pacific; and by the rapid consummation of an entente cordiale [amicable understanding], arrest, if not dispel, the tragic confusion that now threatens to engulf civilization.

For such decisive action, protracted negotiations would seem ill-suited and weakening. Both Governments, therefore, desire that adequate instrumentalities should be developed for the realization of a general agreement which would bind, meanwhile, both Governments in honor and in act.

It is our belief that such an understanding should comprise only the pivotal issues of urgency and not the accessory concerns which could be deliberated at a conference and appropriately confirmed by our respective Governments.

Both Governments presume to anticipate that they could achieve harmonious relations if certain situations and attitudes were clarified or improved; to wit:

1. The concepts of the United States and of Japan respecting international relations and the character of nations.
2. The attitude of both Governments toward the European War.
3. The relations of both nations toward the China Affair.
4. Commerce between both nations.
5. Economic activity of both nations in the Southwestern Pacific area.
6. The policies of both nations affecting political stabilization in the Pacific area.

Accordingly, we have come to the following mutual understanding:-

I. The concepts of the United States and of Japan respecting international relations and the character of nations.

The Governments of the United States and of Japan jointly acknowledge each other as equally sovereign states and contiguous Pacific powers. 

Both Governments assert the unanimity of their national policies as directed toward the foundation of a lasting peace and the inauguration of a new era of respectful confidence and cooperation among our peoples.

Both Governments declare that it is their traditional, and present, concept and conviction that nations and races compose, as members of a family, one household; each equally enjoying rights and admitting responsibilities with a mutuality of interests regulated by peaceful processes and directed to the pursuit of their moral and physical welfare, which they are bound to defend for themselves as they are bound not to destroy for others; they further admit their responsibilities to oppose the oppression or exploitation of backward nations.

Both governments are firmly determined that their respective traditional concepts on the character of nations and the underlying moral principles of social order and national life will continue to be preserved and never transformed by foreign ideas or ideologies contrary to these moral principles and concepts.

II. The attitude of both Governments toward the European War.

The Governments of the United States and Japan make it their common aim to bring about the world peace; they shall therefore jointly endeavour not only to prevent further extension of the European War but also speedily to restore peace in Europe.

The Government of Japan maintains that its alliance with the Axis Powers was, and is, defensive and designed to prevent the nations which are not at present directly affected by the European War from engaging in it.

The Government of Japan maintains that its obligations of military assistance under the Tripartite Pact between Japan, Germany and Italy will be applied in accordance with the stipulation of Article 3 of the said Pact.

The Government of the United States maintains that its attitude toward the European War is, and will continue to be, directed by no such aggressive measures as to assist any one nation against another. The United States maintains that it is pledged to the hate of war, and accordingly, its attitude toward the European War is, and will continue to? be, determined solely and exclusively by considerations of the protective defense of its own national welfare and security.

III. The relations of both nations toward the China Affair.

The Government of the United States, acknowledging the three principles as enunciated in the Konoe Statement and the principles set forth on the basis of the said three principles in the treaty with the Nanking Government as well as in the Joint Declaration of Japan, Manchoukuo and China and relying upon the policy of the Japanese Government to establish a relationship of neighborly friendship with China, shall forthwith request the Chiang Kai-shek regime to negotiate peace with Japan.

IV. Commerce between both nations.

When official approbation to the present Understanding has been given by both Governments, the United States and Japan shall assure each other to mutually supply such commodities as are, respectively, available or required by either of them. Both Governments further consent to take necessary steps to the resumption. of normal trade relations as formerly established under the Treaty of Commerce and Navigation between the United States and Japan.

V. Economic activity of both nations in the Southwestern Pacific area.

Having in view that the Japanese expansion in the direction of the Southwestern Pacific area is declared to be of peaceful nature, American cooperation shall be given in the production and procurement of natural resources (such as oil, rubber, tin, nickel) which Japan needs.

VI. The policies of both nations affecting political stabilization in the Pacific area.

a. The Governments of the United States and Japan jointly guarantee the independence of the Philippine Islands on the condition that the Philippine Islands shall maintain a status of permanent neutrality. The Japanese subjects shall not be subject to any discriminatory treatment.

b. Japanese immigration to the United States shall receive amicable consideration-on a basis of equality with other nationals and freedom from discrimination.

Addendum.

The present Understanding shall be kept as a confidential memorandum between the Governments of the United States and of Japan.

The scope, character and timing of the announcement of this Understanding will be agreed upon by both Governments.

ORAL EXPLANATION FOR PROPOSED AMENDMENTS TO THE ORIGINAL DRAFT [63]

II. Par. 2.

Attitude of Both Governments toward the European War.

Actually the meaning of this paragraph is virtually unchanged but we desire to make it clearer by specifying a reference to the Pact. As long as Japan is a member of the Tripartite Pact, such stipulation as is mentioned in the Understanding seems unnecessary.

If we must have any stipulation at all, in addition, it would be important to have one which would clarify the relationship of this Understanding to the aforementioned Pact.

III.

China Affair.

The terms for China-Japan peace as proposed in the original Understanding differ in no substantial way from those herein affirmed as the "principles of Konoe." Practically, the one can be used to explain the other.

We should obtain an understanding, in a separate and secret document, that the United States would discontinue her assistance to the Chiang Kai-shek regime if Chiang Kai-shek does not accept the advice of the United States that he enter into negotiations for peace.

If, for any reason, the United States finds it impossible to sign such a document, a definite pledge by some highest authorities will suffice.

The three principles of Prince Konoe as referred to in this paragraph are:

1. Neighborly friendship;
2. Joint defense against communism;
3. Economic cooperation-by which Japan does not intend to exercise economic monopoly in China nor to demand of China a limitation in the interests of Third Powers.

The following are implied in the aforesaid principles

1. Mutual respect of sovereignty and territories;
2. Mutual respect for the inherent characteristics of each nation cooperating as good neighbors and forming a Far Eastern nucleus contributing to world peace;
3. Withdrawal of Japanese troops from Chinese territory in accordance with an agreement to be concluded between Japan and China
4. No annexation, no indemnities;
5. Independence of Manchoukuo.

III. (sic)

Immigration to China.

The stipulation regarding large-scale immigration to China has been deleted because it might give an impression, maybe a mistaken impression, to the Japanese people who have been offended by the past immigration legislation of the United States, that America is now taking a dictating attitude even toward the question of Japanese immigration in China.

Actually, the true meaning and purpose of this stipulation is fully understood and accepted by the Japanese Government.

IV.

Naval, Aerial and Mercantile Marine Relations.

(a) and (c) of this section have been deleted not because of disagreement but because it would be more practical, and possible, to determine the disposition of naval forces and mercantile marine after an understanding has been reached and relations between our two countries improved; and after our present China commitments are eliminated. Then we will know the actual situation and can act accordingly.

This proposal, (b) of IV. might better be made a subject of a separate memorandum. Particular care must be taken as to the timing, manner and scope of carrying out such a gesture.

V.

Gold Credit.

The proposal in the second paragraph of V. has been omitted for the same reasons as suggested the omission of paragraphs (a) and (c).

VI.

Activity in Southwestern Pacific Area.

The words, in the first paragraph, "without resorting to arms" have been deleted as inappropriate and unnecessarily critical. Actually, the peaceful policy of the Japanese Government has been made clear on many occasions in various statements made both by the Premier and the Foreign Minister.

VIII.

Political Stabilization in the Pacific Area.

As the paragraph (a) implying military and treaty obligation would require, for its enactment, such a complicated legislative procedure in both countries, we consider it inappropriate to include this in the present Understanding.

Paragraph (b) regarding the independence of the Philippine Islands has been altered for the same reason.

In paragraph (e) the words "and to the Southwestern Pacific Area" have been omitted because such questions should be settled, as necessity arises, through direct negotiation with the authorities in the Southwestern areas by the Governments of the United States and of Japan respectively.

Conference.

The stipulation for holding a Conference has been deleted. We consider that it would be better to arrange, by an exchange of letters, that a conference between the President and the Premier or between suitable representatives of theirs will be considered when both the United States and Japan deem it useful to hold such a conference after taking into due consideration the effect resulting from the present Understanding.

Announcement.

In regard to the statement to be issued on the successful conclusion of the present Understanding a draft will be prepared in Tokio and cabled to Washington for the consideration of the United States Government.

The Great Geomagnetic Storm of 1921 commenced on this day, or rather the giant sunspot that's attributed to it was observed first on this day. The actual impact would commence the following day.

So, more to come on that.

Canadian naturalist Farley Mowat was born in Bellville, Ontario.  Mowat was a controversial Canadian author and naturalist.  Born in Ontario, his family moved to Saskatchewan during the 1920s where he was exposed to the outdoors.  In 1939 he joined the Canadian Army and he served throughout the rest of the war, seeing extensive service in Italy and even seeing service in France in 1940 prior to the British evacuation of the country.   His wartime service was the source for three of his books.

A highly prolific writer who wrote both on natural topics and fiction, Mowat came to be highly criticized for several of his works which, critics have argued, were highly fictionalized.  Nonetheless, his works have their defenders who maintain that in spite of their faults, they got the feel of their topics right.

He may be best remembered for his book Never Cry Wolf, which was made into a successful movie.

Edmund Able, who invented the heating element for Mr. Coffee, was also born on this day in 1921.

A mass arrest of Romanian Communist was carried out.

The 2022 Election, Part I


What on earth?  President Biden was inaugurated just yesterday.  You can't be serious?

Yes, unfortunately we are.

Wyoming House of Representatives member Anthony Bouchard, one of  a handful of consistently hard right Republicans in the Legislature (but in a party now controlled by the hard right) announced he is running in the 2022 primary against Liz Cheney.  And amazingly he wasn't alone.

Bouchard is upset by what he feels is Cheney's failure to support former President Trump, citing her record in general.  Having said that, Bouchard was one of two Wyoming legislators calling for Cheney to be hauled in front of the legislature to account for herself prior to the insurrection.

Bouchard is from Goshen County, which is a region of the state which has produced some consistently far right Wyoming Republicans for decades.

Bouchard is joined by Bryon Eugene Keller of Cheyenne, about whom not much is known, and Pavilion Mayor Melissa Selvig, who was also critical of Cheney's vote to impeach the President.

These filings are all excessively early and it might be noted that early filings are usually marked by later failures.  For example, the Montana Governor who first announced his campaign for the 2020 election for the Presidency failed really early.  

Beyond that, the Republican Party is splitting in two.  Huge rifts already exist in the state's party and now the Trump wing of the party has been declared an anathema at the Senate level by Mitch McConnell.  Americans tend to have really short political memories and even as dramatic as recent events have been Cheney's opposition to Trump is highly unlikely to be remembered by the fall of 2022.  Indeed, Cynthia Lummis view that Trump was a poor candidate in 2016 was easily forgotten by the electorate to such an extent that she was able to embrace him in 2020.

All of which assumes that there will actually be a Republican Party in 2022.  Right now Mitch McConnell is in an open effort to expel the Trumpites from the party, which would result in the hard right of Wyoming's legislature and the leadership of the GOP with no real place to go nationally, assuming that there is only one conservative party left.  It's known that Donald Trump is considering forming a new party, with a working name of the Patriot Party, and bolting the GOP. That would be a doomed effort, but Trump's action in the last few months of his Presidency have demonstrated an astonishing degree of hubris which make his chances of starting such an effort at least 50/50.  If he does, the leadership of the state's GOP and individuals like Bouchard will really have no home in the national party at all and the split in the state party, as well as the national party, will become de facto, leading ultimately to the demise of the populist Trump camp entirely, but also leading to a greatly weakened GOP everywhere.

A rally against Liz Cheney featuring Florida freshman Congressman Matt Gaetz  and a call from Donald Trump Jr. occurred yesterday in Cheyenne.  It drew reportedly between 700 to 1,000 people which is not particularly large in context.

Attendees remain upset by Cheney's vote to impeach Donald Trump following the insurrection of several weeks ago.  According to a Trump supporting pollster Anthony Bouchard, one of several hard to alt right Wyoming figures who has registered to run against Cheney in the 2022 primary is now ahead of her in support, but such polls at this time are nearly meaningless.

Also perhaps meaningless, published comments in journals such as the Tribune overwhelmingly support Cheney.

While it is difficult to tell at this stage, there's some reason to suspect that what this event really was is a Trump mission to explore the formation of a third party.  If that's the case, the thesis would be that Wyoming is Trump's strongest base of support and if a party could be formed here it would be part of a springboard to the creation of a party to replace the GOP.  The theory suffers in a variety ways, including that Trump support is really that strong in the Wyoming base, as opposed to the transient base, the two not being the same.  It likewise would suffer from the assumption that Wyoming, which has fewer voters than Dayton Ohio, really could amount to a strong base of support for such an effort.

Gaetz insulted not only Liz Cheney, but Dick Cheney, an odd approach to things by an outsider such as Gaetz in a state where such speakers will draw criticism for that reason alone, and for the fact that Dick Cheney has long been one of the local GOP's political icons.

In other news, Ronna McDaniel, chairman of the GOP, stated this week when asked about supporting Trump for a 2024 run, the following:

The party has to stay neutral. I'm not telling anybody to run or not to run in 2024. That's going to be up to those candidates going forward. What I really do want to see him do, though, is help us win back majorities in 2022.

Given McDaniel's diehard support for Trump up until literally that moment, that's not only interesting, but a pretty clear signal that a departure from the Trump wing of the party in the party's leadership is well underway.

In advance of a House conference on assignments coming up this week for the GOP, Senate Minority Whip Mitch McConnell gave loud praise to Liz Cheney.   By doing so, he waded even deeper into the developing rift in the GOP and praised Cheney for her bravery.

Ten of Wyoming's 23 counties have seen their country GOP organization issue censures of Cheney for her vote to impeach.  A few more counties are set to consider them.  Natrona County rejected one, however, and letters to media, to the extent we've seen them, have been much more on Cheney's side than against her.

Liz Cheney survived a vote regarding her leadership position in the House of Representatives, retaining her position as the number 3 in the Republican hierarchy.  She survived it pretty handily, 145 to 61.

Still, its disturbing that a vote of conscience would lead over 1/3d of the Republicans in Congress to oppose her, and its emblematic of a rift in the GOP which its leadership has not gotten under control and which threatens to split it into two parties. The interesting thing here is that this likely shows us what that split would mean, party wise, if it were to soon occur.  The GOP would go from nearly controlling the House to two much smaller minority parties, but the traditional GOP would still be the larger of the two.

On this story, Mitch McConnell of the Senate spoke earlier in the week in Cheney's favor.  John Barrasso came to her support as well. But Cynthia Lummis did not, instead noting that the House was going to do whatever it was going to do.

That was as much as an attack on Cheney by Lummis, and its noteworthy that it seems that some bad blood between the two goes back to this past election.  It seems Cheney was seriously contemplating, and perhaps had decided upon, a Senate race.  Lummis did contact her before announcing, and then announced before Cheney had made up her mind.  It took some time for Cheney to come around to announcing that she was running to retain her House seat.  Reading between the lines, it appears as if Cheney had more or less decided to run for the Senate and Lummis jumped the gun on her.  

Doing so would have been fair.  Running for office is running for office.  But some lasting animosity seems to exist.

Because I have no other thread to put it in, and because I don't want to start another one, I'll note here that the state central Republican organization voted to censure Elizabeth Cheney yesterday for her vote to impeach Donald Trump. The resolution apparently references Antifa and BLM as instigators at the insurrection that gave rise to this, which is completely false.

Cheney is the third Republican figure censured by the committee in a year.

The GOP here is now firmly set to split.  My guess is that by the fall of November 22 it will be firmly two parties in practice, although perhaps not de jure, which it nearly is now.

Perennial extreme Republican candidate, Rex Rammell, a veterinarian originally from Idaho who is on the extreme right, is running for Governor again.

Rammell is fixated on trying to take the Federal lands in Wyoming away from the Federal government, a darling position of the extreme right in Wyoming which is detested by the vast majority of Wyomingites.  He lost last time, and lost in his prior runs for office, and he'll lose again.

Anthony Bouchard is in the news but not for his campaign against Cheney, but rather because the Cheyenne Chamber of Commerce has fired a salvo at him related to the 2020 election.

Bouchard is a central figure in something called the Wyoming Gun Owners Association, a firearms rights organization to the right of the NRA.  The Chamber of Commerce is accusing the organization of suing "dark money" in the 2020 campaign.  The head of the chamber stated to the Press in Cheyenne that:

During Anthony’s election in Laramie County last year, he was saying some things about his opponent that were outright lies. . . That’s illegal in Wyoming law. We saw a number of issues, so we called a bunch of attorneys that were involved with the chamber and asked them them to look into it.

What the chamber is accusing the association of is acting as a lobbying group without disclosing donors.  It's sent the issue over to the AG's office.  

The association is reacting in spectacular fashion.  I won't try to quote them here, but you can look it on up on their page.  Bouchard himself accused the Chamber of trying to get the organization to disclose "gun owners" names, when of course it wants campaign donors names disclosed.  The head of the Chamber replied that Bouchard's statement was "100% false" and a "lie" on his Facebook page.

This plays out in the context of the 2020 and 2022 elections in that Laramie County, where Cheyenne is located had a traditionally run county GOP organization whereas Bouchard is from the hard right Trump wing.  Where that presently stands is unclear as Laramie County voted to censure Cheney.  In any event, Bouchard's supporters and the organization will see this as a politically motivated attack and are accordingly reacting in that fashion.  It's interesting to note that they point out that the Attorney General is "appointed", which is true, as there is a bill in the legislature right now to change that position to being an elective office. Bouchard is one of the sponsors of that bill .While that is no doubt unrelated to this matter, it's probably that hard right members of the legislature have been upset by Governor Gordon's declination to join in with Texas on that state's doomed post election suit.

Hard right Casper legislator Chuck Gray announced he is also running against Liz Cheney.

Gray's move is interesting in that he and Bouchard tend to be fellow travelers in the legislature and GOP and they're now effectively running against each other for the same section of the GOP's votes, which means that there's a strong chance that the GOP hard right will split its vote among the two leaving Cheney in the poll position no matter how many votes the hard right candidates draw. This may particularly be the case as with Gray entering the race there's a strong chance that other hard righters are pondering doing the same thing.

This may explain why the GOP is now proposing to change its candidate selection process to require a runoff between the top two vote getters if neither gets 50% of the vote.  That would suggest that the GOP, whose leadership has gone over to the hard right in Wyoming, understands the risks but is unable to restrain its candidates from running when that situation is created.  Seemingly missed in that suggestion is that the primary races, which are effectively party elections, are paid for by the State, so the GOP is suggesting that the taxpayers pick up the tab for an extra election when that occurs.

We'll likely see more hard right candidates announce prior to the primary cutoff date next year.  Chances are high that hard right politicians, aware that they really don't reflect the majority views in the state or party, are aware that right now seems to be their moment in the sun.  By 2024 the moment may have permanently passed.

Indeed, this is likely the start of their passing.  Chuck Gray ran against incumbent Thomas Lockhart in his house district for the first time in 2014 and was fairly trounced in the primary by Lockhart.  He ran again, however, in 2016 when Lockhart retired and the GOP  competitor to the district was widely perceived to be left of center.  He drew competition again in 2018 but retained his seat and he had no Republican competition in 2020.  By running for Congress he's opening his seat in the legislature, which will almost certainly be filled by a candidate who is much more of a centrist.  Indeed, his large Casper district includes a lot of economic diversity and its not a natural fit for a hard right candidate.

Bouchard provides another example.  Bouchard first ran for office in 2012 and was defeated in the primary by incumbent Senator Wayne Johnson, although only narrowly.  In 2014 he ran for the House and was handily defeated in the primary by the incumbent.  In 2016 he very narrowly won the primary for his Senate seat when Johnson retired, and then won the general election with 52% of the vote which was remarkable as a write in independent took 48% of the vote.

All of this goes to suggest that in spite of the insurgency of the alt right in the GOP right now, it's grasp on the party is thin.  With Gray running for Congress he will not be able to run for the House and by 2022 chances are high that much of the current political tempest will have passed.  Cheney is unlikely to lose her seat, but the hard right candidates that leave their seats to challenge her are unlikely to be able to regain theirs once they give them up.  And because the GOP leadership is likely to be an opponent of Cheney's next fall its likely to get a bruising as a result following the election.

Directly asked by Chuck Todd on Meet the Press this morning, Wyoming Senator John Barrasso declared his support in the 2022 election for Liz Cheney, something that must be at least a little deflating for those now lining up to oppose her.

He also declared his support for Lisa Murkowski, putting him directly contrary to former President Trump.

Perennial candidate Rex Rammell, who is running for Governor in 2022, but who will lose, is facing a trial for failure to have four horses that were branded go across state lines.  He's challenging the brand inspection laws in a separate suit, which he'll lose, on the basis that they're unconstitutional.

A spokesman for former President Donald Trump announced that he is will be endorsing an opponent to Liz Cheney for the 2022 Wyoming House race.  Trump, or whomever works for him, or both, are weighing the current contenders.

While its too early to really predict the outcome of this, and 2022 is a long ways from now politically, Liz Cheney will retain her seat.

Former President Trump and Liz Cheney exchanged barbs yesterday by Twitter.  In them, Trump claimed that Cheney was extremely far behind in the polls.  I haven't seen any polls, but I very much doubt that and I'd give Cheney's contenders next to no chance of success.

Trump showed some political savvy in the exchange, however, in hoping that Cheney didn't draw multiple opponents and split the vote against her.  In fact, she already has, although my overall feeling is that her seat is safe.

Along similar lines, Mitt Romney was booed at the Utah GOP convention, showing that Trump does retain a lot of support in the region.  On This Week a Democratic commentator openly noted that riding the Trump train probably means an overall GOP defeat in the 2022 midterms, which Chris Christie tried to deflect with other topics.\

The Club For Growth was recently in Wyoming shopping for a candidate to run against Liz Cheney.

The move is thick with irony as the CFG is a well established conservative PAC with a focus on economic issues, and Cheney is a well established conservative.  In normal times, the Club would fully back Cheney, and in fact has come out against the New York politician endorsed by President Trump who is making a run at Cheney's no 3 spot in the GOP in the House, whom they've termed a "liberal".  

That latter matter came about as Cheney isn't backing down on her views on the insurrection while its increasingly becoming clearer that endorsing the fantasy of election fraud is the price of remaining in the GOP's good graces and maybe even simply remaining in the GOP.  Former President Trump doesn't seem to have lost his grip on the party at all.  

Given this, its position going into the 2022 races may be pretty shaky, in spite of expectations to the contrary.  And this presents a real opportunity for the left in the Democratic Party, which is increasingly characterized by its left, to push forward.  Normally there's be fears of a strong mid term insurgence from the GOP, but the GOP is moving away from the center and losing its center right members.

Cheyenne businessman and attorney Darin Smith, who has run for Congress unsuccessfully in the past, has announced he's considering running against the embattled Cheney in 2022. In the Tribune article on Smith, he indicated he hadn't officially decided if he's running, but he already has a website dedicated to the effort.

Smith notes he's a "Deplorable" on his site, and would be running as a highly conservative candidate.  A Wyoming native, he's criticized Cheney for her low connections with Wyoming.

Smith officially announced today, stating: 

You see, there are some lines you just can’t cross, and Liz Cheney did just that when she voted against Wyoming and with the leftists when she voted to impeach Donald Trump

This is an unfortunate example of the rhetoric and logic that is common now, and which is likely to be common throughout the election season.  Cheney's vote on impeachment was principled and even if a person disagreed with it, it is not a vote "against Wyoming".  Indeed, the tribal concept of Congressional voting that is so prevalent now in the GOP in particular is shocking and stand long term, if not short term, to really damage the party and the conservative cause.

The Smith announcement continues to make some news as does Liz Cheney's troubles due to the vacated President Trump.

On the former, Smith's campaign manager is Foster Freiss, meaning the super wealthy Wisconsin import to Teton County who ran for Governor and lost in 2018 is backing Smith. That brings money to the race in a way that Gray and Bouchard lack.  Smith was apparently the Freiss manager in that campaign.

Smith is also taking an approach that Freiss backers will recognize, noting he's "pro God", "pro life" and "pro guns".  That same statement could be made by Gray and Bouchard, with Bouchard having built his early political career on being radically pro gun.  Cheney has a different style and talks about religion little, but she certainly has a pro gun and pro life record.  Freiss, in his 2018 campaign, had a style and a set of backers that made long time politcos recall the South in the 70s, and it didn't sell well with the voters. Smith is a Wyomingite so perhaps he'll avoid that, but the tone, and now a financial aspect of the race, is being set even this early on.

Smith, it turns out, was at the January 6 rally that turned into the January 6 insurrection, although he claims that he didn't participate in storming the capital.

Cheney is in trouble, if she is (and I have my doubts), because the GOP in DC is running into the embrace of Donald Trump. This has caused Michael Reagan, the son of Ronald Reagan and a political commentator, to lament the party's rearward gaze and recall his sister's phrase that the Republican Party was "the stupid party", a pretty blunt characterization of his lifelong party.  What Reagan finds stupid is the party's insistence on the lost race of 2020, in which it otherwise did well.  He's clearly afraid that by embracing Trump its dooming its prospects in 2022, which it likely is.

Apparently Knapp is originally from Gillette.  He's a West Point graduate.
